लागत बढ़ने से परियोजना में राज्य का हिस्सा 2,402 करोड़ रुपये से बढ़कर 3,699 करोड़ रुपये हो जाएगा और इसे कैबिनेट में भी मंजूरी मिल सकती है. भूमि अधिग्रहण की लागत 2,421 करोड़ रुपये से बढ़कर 2,554 करोड़ रुपये हो गई है. इस परियोजना को जापान इंटरनेशनल कोऑपरेशन एजेंसी द्वारा वित्त पोषित किया गया है और उनका ऋण 13,235 करोड़ रुपये से बढ़कर 19,924 करोड़ रुपये हो जाएगा. राज्य इसके लिए एमएमआरसी के प्रबंध निदेशक को अधिकार देगा. मेट्रो सीपज़ को कोलाबा से जोड़ेगी और भारतीय नौसेना के अनुरोध के कारण परियोजना को जल्द ही नेवी नगर तक विस्तारित किया जाएगा. केंद्र के 18 जुलाई 2013 के पहले के पत्र के अनुसार, राज्य सरकार को करों में वृद्धि, विदेशी विनिमय दरों में उतार-चढ़ाव और योजना में बदलाव जैसी अन्य चीजों के कारण होने वाली लागत को वहन करना था. अधिक केंद्रीय हिस्सेदारी पाने के लिए इस शर्त में ढील दिए जाने की संभावना है और राज्य केंद्र से और सहायता मांग सकता है.
