इस वजह से पांच दशकों में एक बार भी चांद पर इंसानों को भेजने के लिए किसी भी सरकार ने तैयारी नहीं की. चांद पर इंसानों को भेजने में देरी की सबसे बड़ी वजह थी बजट की कमी और राजनीतिक इच्छाशक्ति. हर चार या आठ साल में सरकार बदलते ही नासा की प्राथमिकताओं को बदल दिया जाता है. बाद में नए अमेरिकी राष्ट्रपति जो बाइडेन (Joe Biden) ने इस प्रोजेक्ट यानी अर्टेमिस मिशन का बजट बढ़ाया. तब नासा की प्राथमिकताओं में बदलाव होता है. साल 2021 में नासा एडमिनिस्ट्रेटर बनने से पहले बिल नेल्सन फ्लोरिडा के सीनेटर थे. पिछली साल एक और सर्वे में भी यही नतीजे आए थे. साल 2004 में अमेरिका के तत्कालीन राष्ट्रपति जॉर्ज बुश ने चंद्रमा पर फिर से इंसानों को भेजने का लक्ष्य बनाया था. बिल से पहले नासा प्रमुख जिम ब्रिडेन्सटीन (Jim Bridenstine) थे. दुनिया नासा के इस SLS रॉकेट को मेगारॉकेट (Megarocket) भी कह रही है. नासा दुनिया का सबसे ताकतवर और सबसे बड़ा रॉकेट चंद्रमा (World's Most Powerful and Biggest Rocket) पर भेज रहा है. हैरिसन श्मिट ने कहा कि ऐसा नहीं है कि नासा ने प्रयास नहीं किया.
